Simple past & Present perfect
The present perfect is often used with words like ever, never, always, often, yet... because these words refer to an indefinite period up to the present.
The simple past is used for an action at a fixed moment in the past and thus with terms like yesterday, last week, last month, in 2007...
Often, in answer to a question where the asker supposes something incorrect, we use both tenses together. This pattern is used here to practice the two forms.
Examples
When did you go to Japan?
Japan? I've never been to Japan - but I went to China last year.
When did the president last visit the Baltimore plant?
I don't think he has ever visited it but he visited the Philadelphia plant only last week.
